26. Mitigation tracking (Document and Process Management)

A tracking tool was used to monitor changes in environmental impacts and mitigation commitments identified during the NEPA process as the project advanced through final design. The tracking system includes a set of three computerized spreadsheets: 1) Expanded EIS Right-Of-Way Tracking System; 2) Environmental Impact Tracking System; and 3) Mitigation Commitment Tracking System. Development of the tracking system began by working with the design team during field data collection and corridor/alignment development. Environmental resources and their impacts were tabulated during preparation of the EIS, and the tracking system was included as an appendix in the project Mitigation Report used by the final design team. During final design, additional right-of-way needs were reported and investigated for environmental resources. Any additional impacts were identified in the Expanded EIS ROW Tracking System and quantified in the Environmental Impact Tracking System. If necessary, the Mitigation Commitment Tracking System was updated to reflect any mitigation commitment changes. At the conclusion of final design, the plans were checked against the tracking system to verify that the required mitigation features were included. The Mitigation Tracking System was then transmitted to the Construction Manager to ensure implementation of each mitigation feature during construction. The completed and initialed Mitigation Tracking System Reports were then sent to the Environmental Manager for final recordation.
