8. Alternative strategy refinement by multi-agency project team (Collaborative Planning and Design)
To further enhance the set of major projects being considered for the plan, a collaborative planning process was implemented to garner input from key agency participants: Windy Wetlands (EPA), Susan Cityrep (City of Wayneville), and Paul Pavement (DOT). This process involved a day-long meeting during which participants optimized alignments for a proposed bypass project using an interactive GIS-based tool that provided real-time feedback on the impacts of proposed alignments as they were developed by the group. This application allowed participants to evaluate their proposals and modify them to reduce impacts on the spot.
