10. Comparison of alternative strategies (Integrated Modeling)
To evaluate the interrelationship of the land use and transportation elements of the plan alternatives, the County used a GIS-based index model to gauge performance of the alternatives on "smart growth" performance indicators such as land consumption, housing and employment density, proximity to transit, pollution emissions, and travel costs.
