20. Alternative Ranking using Criterium Decision Plus (Multi-attribute Utility Analysis)
Specific project alternatives were evaluated using a multi-attribute utility analysis application. The alternatives were ranked based on criteria developed by an advisory group that represented the full range of stakeholder values related to the project. Scores for each alternative were derived from criteria weights and performance ratings. The ranking was used by the advisory group to recommend a preferred alternative to the DOT decisionmakers.
